No doubt, the 8(a) certification is the most coveted of all procurement assistance tools by contractors and Federal clients.

However, the 8(a) Certification is the most difficult of all Federal procurement assistance certifications to obtain!

The good news is that the HUBZone certification has some of the same benefits, e.g., sole source contracting, of the 8(a) certification and is often overlooked as a procurement advantage because of the mis-information and misunderstandings that exist about this certification program.

Here are but a few of these misunderstandings, the truth about which might change your mind about applying for this certification program.

You have to be socially and economically disadvantaged to be HUBZone certified.

The Facts: There is no such requirement for the HUBZone certification, as there is for the 8(a) program.

The applicant for a HUBZone application must reside in a HUBZone.

The Facts: The applicant need not live in a HUBZone. The requirement is that a minimum of 35% of its workforce, by headcount, be a resident of a HUBZone.

The 35% of the workforce requirement must include “full-time” workers employed by the firm.

The Facts: The workforce can include part-time and even leased employees and “full-time” employees only require that the employee work a minimum of 40 hours per month, and not 40 hours per week.

The applicant firm must be headquartered in a recognized HUBZone location.

The Facts: The firm can establish a “principal location” that must be located in a recognized HUBZone and this principal location can be different from the firm’s official headquarters.

The firm’s principal location can just be a location established to satisfy the HUBZone requirement.

The Facts: The firm’s principal location must be that location where the greatest number, i.e. more than 50% of employees work.
