Let me offer some supplemental information=E2=80=A6

1.	A topographic map of the site was done by Kirby Engineering.  Kirby =
did send me their files which got sent on to AIC.  We also gave them to =
Interstate Engineering so that they could work with us to get easements.
2.	The Geotechnical Report is finalized =E2=80=93 Harvey is a PE and he =
stamped it.  It is a =E2=80=9Cgeneral preliminary=E2=80=9D report.  We =
should expect once the final locations of the major process vessels are =
set, that RDS will ask us to go in and do some limited number of deeper =
soil bores at those specific locations to assure we have the right =
information for the major vessel foundations.  There is nothing waiting =
on Keitu to do in that regard.
3.	Someone really needs to chat with Ryan Ross at RDS about the civil =
site work.

I believe RDS expressly excluded that work from their EPC proposal.  =
(J-Melk had asked Keitu to review the EPC proposals back in early =
February).  Originally Wenck/Stantec was thought to be awarded the =
=E2=80=9CBalance of Plant=E2=80=9D contract before the decision, for =
USDA purposes, to go with a full EPC contractor approach rather than =
spilt the assignments into ISBL, Balance of Plant for design and then =
bid later for on-site construction contractor.  Omicron =
Engineering/Stephen Sanders was spearheading that effort without =
Keitu=E2=80=99s involvement.  So take my version of the backstory with a =
grain of salt as I may not have all the facts.  J-Melk asked me to get a =
second bid from Interstate for the site civil work when he was up here =
earlier this year for the same work Wenck bid on.  Which I did.  As =
mentioned =E2=80=93 Snow has both proposals.  I believe that RDS is =
looking to do that work now as well.  Again, I don=E2=80=99t think that =
was part of their scope of work in their original EPC bid proposal.  But =
I am not involved in their contract/scope of work now.  They now report =
directly to AIC rather than to Keitu (they did for the preliminary =
report /  technical assessment). When they saw we forwarded the proposal =
to AIC from Interstate =E2=80=93 they asked why they were not going to =
get that work.  My suggested =E2=80=93 and again I have not seen =
RDS=E2=80=99 contract with AIC so I could be missing something vital, =
but if they are going to do that work as part of their current contract =
with AIC =E2=80=93 then that work apparently may have already been =
awarded. Just make sure to understand if they are doing that work under =
their existing price, or that they are entitled to do that on a T&M =
basis, or whatever their understanding is of the situation.=20
