What entity is going to provide Owner's engineering services during construction AIC's Construction Administration will be an internal Engineering Department staffed by qualified petrochemical, mechanical, and electrical engineers currently being sourced and courted to join our team. The oversight duties of this department will include, but not be limited to: receiving the QA/QC reports from PTS; attending the EPCs project meetings; processing owner-action Requests for Information (RFIs)review and approval of pay requests; certified payroll interviews; ensuring lender progress reports and subcontractor lien releases are received from the EPC and forwarded to the Lender; ensuring coordination between EPC and Technology Providers and other contractors, and; ensuring all other non-EPC contracts are being administered in a like fashion. The resumes of these key individuals will be available prior to loan closing. 2. What entity ( internal or external) is going to provide construction management oversight during construction? ( if internal please provide resumes) As stated above, these duties will be handled internally. Individual resumes, however will not be available until closer to closing. Hiring this staff many months before project funding and construction start would be premature. Providing these resumes could be a condition of closing, as the timing for these hires would be more appropriate. 3. For AIC's construction management team, what is the hiring plan and the positions to be filled? AIC plans to fill positions for a highly qualified petrochemical engineer, a mechanical engineer, and an electrical engineer who come from strong refinery design and construction backgrounds. These key staff will be supported by a local Project Manger and administrative staff for processing documentation such as transmittals, RFIs, pay requests, and Lender required supporting reports. 4. For operations, PTS shows one renewable diesel facility (REG in Geismar, LA) is there experience. Do they have any other renewable diesel plants? If not what other refinery type experience do they have? Response to follow. 5. For PTS, who are they supplying from their organization and who is being hired locally? PTS will be hiring key positions for SAFuelsX from national sources specifically identified as having refinery history, and more specifically renewable refinery resumes. These people will work for SAFuelsX but will be managed initially by PTS. All hourly positions will be sourced from local North Dakota hiring services and from the 16 local North Dakota Union Halls. PTS will hire under SAFuelsX, train, and direct the plant management until the staff is fully trained and qualified to operate the refinery. At some point in the future they will step out of the picture, allowing SAFuelsX to operate independently. 6. What construction services are outside the EN Global contract and what entity is performing the engineering and construction of those items. AIC has hired and will be hiring consultants to design quite a few ancillary but critical pieces of this puzzle. JLG Architects is designing the buildings and sitework for the offices, lab, warehouse, and fire station. They are building a bid package for these buildings which they help us put out for bids to pre-engineered building companies. They are also designing the tenant fit-out and FF&E procurement specifications for these buildings. Interstate Engineering has been retained to design the overall site grading plan and will handle the bidding of this work. They will also be designing the raw water and waste water piping to source/discharge points. WBI is designing the Natural Gas fuel gas feed as a subcontractor to our fuel gas supplier, Rainbow Gas. Savage Industries is designing and will be constructing the rail transload facilities, including a steam plant for car/piping heat that will include interconnect fuel piping to our property line. Our required site landscape and pavements will be designed and bid through Interstate Engineering. All of these ancillary designs are being coordinated with the EPC for development of the overall plot plan.
